Chief Executive Officer
Katie is CEO of the Rental Protection Fund and the architect of Canada’s first scalable acquisition model for preserving affordable housing. She has a strong track record of aligning diverse stakeholders—government, private sector, and community housing—around shared objectives, shaping policy, attracting private capital, and driving innovation. 
A recognized thought leader, Katie leads high-performing teams with a focus on operational excellence, accountability, and impact. She brings over a decade of senior leadership in real estate development and public-private partnerships, previously serving as Director of Development at Beedie and currently chairs ULI’s Public-Private Partnership Product Council.


Chief Investment Officer
MJ is the inaugural Chief Investment Officer of the $500M Rental Protection Fund that finances the acquisition of existing affordable housing across British Columbia. Additionally, over the past decade, MJ has helped deploy over C$400M through private-market impact investing, and another C$500M through responsible investment strategies for several family offices, foundations, and financial institutions.
MJ is a Board Director and Treasurer for Definity Insurance Foundation; a Board Director for Philanthropic Foundations Canada, Tapestry Capital, and MakeWay Foundation Canada; and sits on the Impact Investment Committee for the Laidlaw Foundation.
MJ’s passion for social change is complemented by his prior experience in Capital Markets, Corporate Strategy, and Global Health, and his degrees in Computer Engineering and M.B.A.

Director, Fund Delivery & Impact
T’Brenn Kelly-McKinnon, RPP, MCIP, is Director of Fund Delivery & Impact at the B.C. Rental Protection Fund, where he leads investment strategy and execution to preserve naturally-occurring affordable rental housing. With a background in urban planning, real estate, and data systems, he has built scalable delivery infrastructure that combines rigorous underwriting with mission-driven impact. T’Brenn has overseen investments securing at-risk rental homes and is advancing a growing pipeline of non-profit-led acquisitions across urban, suburban, and rural communities. His work reflects a commitment to housing stability, public capital stewardship, and sector resilience – grounded in the belief that long-term affordability can be achieved through smart, values-aligned, and community-rooted investment.


Director, Public Affairs
Cassandra leads the Fund’s communications strategy, government engagement, and strengthens sector partnerships—positioning the program as a nationally recognized model for preserving affordability and preventing displacement. Cassandra has shaped messaging and public-facing narratives that have built cross-sector alignment and strong public trust in the the Fund's mission.
Cassandra has built and led high-performing teams to deliver strategic initiatives under tight timelines— ensuring communications, engagement, and operations stay aligned and responsive in a fast-moving real-estate environment. With a background in real estate development and public policy, Cassandra previously served as Director of Policy & Research at the Urban Development Institute, where she worked across government and industry to develop practical, solutions-oriented responses to the housing crisis.


Executive Assistant to the CEO
Daina brings a diverse background in supporting C-Suite Executives across municipal, federal, and provincial government sectors, as well as real estate. Known for delivering high-level executive support with discretion, efficiency, and professionalism, Daina excels in managing complex calendars, coordinating cross-sector communications, and navigating regulatory environments. With a strong focus on public service and operational excellence, she is dedicated to enhancing executive productivity while ensuring seamless operations across a range of industries.


GIS Analyst
Eli is a Geographic Information Systems Analyst with the B.C. Rental Protection Fund, where he leverages spatial data to unlock insights that guide Fund strategies, policies, and communications. He has experience developing spatial data solutions that translate directly to informed decision-making, an approach which has helped the Fund measure success against well-defined benchmarks and develop a consistent approach to the evaluation of potential acquisitions.
He is a graduate of BCIT’s GIS diploma program, where he competed in ESRI Canada’s app challenge by developing a tool for investigating urban growth as it relates to transit and active transport accessibility in BC’s largest cities. He also brings a background in local government, where he supported elections administration through GIS and data management roles.


Planner Analyst
Cameron is a Planning Analyst with the Rental Protection Fund. With a passion for affordable housing and an academic background in mathematics, data science, and geographic information systems, Cameron provides experience in data-forward evaluations and underwriting for affordable housing transactions.
In his time at the BC RPF, Cameron has evaluated hundreds of potential acquisitions, participated in the successful acquisition of over 30 properties, created ETL tools allowing for cross-organizational synchronicity between platforms, and has developed web apps designed to streamline acquisition evaluation processes and visualize the Fund's extensive housing data.
